Chris Locke B.A., LL.M, PhD Chairman of the Board of Directors
Chris Locke founded PCDC in 2014 and is the Chairman of the Board of Directors. It is Chris' responsibility to support the Executive Director and to lead the Board of Directors in ensuring that PCDC is well managed, remains solvent and is compliant with legislative requirements and its articles of association. An established senior manager, facilitator, trainer and writer, Chris has worked with primary care professionals for over 30 years, retiring after 20 years as Chief Executive of Nottinghamshire Local Medical Committee in 2016.
Jonathan Cummins
Jonathan is the Practice Manager at Crag’s Health Care, a small but busy GP practice based in North Derbyshire, serving a patient population of over 5,700 across Creswell and Whitwell. With more than 30 years of experience in primary care management, Jonathan brings a wealth of knowledge and a deep commitment to patient-centred care. His leadership has been instrumental in driving quality improvement, research engagement, and digital transformation across multiple practices. Previous roles have included working with the University of Sheffield, Nottinghamshire Local Medical Committee and several GP practices across Nottinghamshire and Derbyshire.
Dr Greg Place BA MB Bchir
GP principal for 35 years. Involved in medical student training in General practice for a decade, and an educational supervisor for Registrars. Member of Nottinghamshire LMC; Chairman for 19 years; vaccination and immunisation lead. Experience with NHS disciplinary procedures. Now towards the end of my career but am still doing locum sessions. A well trained workforce across all aspects General Practice is crucial to the continuation of the NHS.
Debbie Allen
Debbie Allen joined the PCDC's board in June 2025. Her healthcare journey began in 1996, when she started her career as a registered nurse. Over time, she specialised in diabetes and long-term conditions, and in 2016, she completed a medical prescribing module to enhance her expertise further. In 2020, Debbie was honoured to be appointed to the Health Education Derbyshire Board of Directors. In this role, she actively supported workforce development initiatives aligned with the NHS Long Term Plan for primary care. Currently, Debbie serves as the Clinical Quality Manager for a Primary Care Network in Derbyshire. Here, she is responsible for overseeing operations, quality, and clinical governance.
